General rule is 4:1 vCPU to pCPU so over all the VMs you have created don't have any more than 32 vCPU's, HT threads count. Just remember this is for general work loads, if a VM is going to be very heavily utilizing it's assigned cores the vCPU:pCPU ratio will have to go down.

How fast do you want it? Amazon runs 1 vcpu for 1pthread. Id probably stay away from the buiness of hosting vms as there are big guys that can offer much better speeds, scaling, uptime, and network than you can.
