So this is to be my setup for college. I'm aiming for $1500 (I know I'm over, not a huge issue) and would like to get as close to that while retaining features like M.2 PCIe support and USB C ports. The laptop is only included because I paid for it out of the same budget. I'm going to wait on the GPU to see the RX 480 either be awesome or watch other prices fall around it. I'm going to be playing the regular slew of AAA games at 1080p, doing moderate CAD and simulation work and generally being productive. This is going to be my pc for at least the next 5 years so it needs the hardware to last.

wait a week or two, you might get surprises out of nowhere

plus up your ram to like 16gb or something

someone will correct me if I'm wrong but I thought you would have needed more than 8gb ram for CAD? if it needs to last 5 years, 16gb ram would be minimum if my memory on CAD requirements are correct. You need to also check if CAD work will benefit on multithreaded workloads, then you should get an i7..

Wait for sales?  I plan to.  And the RAM, 16GB is almost exactly twice the cost of 8GB so I'll just get more later if I need it.

I can run Inventor on an i5 3210M with 8GB or RAM.  I don't think I need an i7 and I'm certain it't not worth the extra cost.    And the RAM, 16GB is almost exactly twice the cost of 8GB so I'll just get more later if I need it.
