Driver update usually fixes that issue but not always (obviously)

 

Try uninstalling your AMD graphcis drivers with Display Driver Uninstaller (DDU), then reinstall them with Crimson

Are you running your programs / games  in Full-Screen...or Windowed-Mode / Borderless?

400 MHz Core sounds like the GPU is running on the 2D performance profile.

when im playing overwatch, im playing in windowed borderless.  would full screen make a difference?

i also just reinstalled the drivers so gonna try a couple games in both full screen and windowed borderless

Ahh...yes, try it on Full-Screen, and give us an update.

Either Windowed-Mode or Borderless has the tendency create the problem you are seeing.

so it appears updating the drivers have boosted my GPU core clock in both windowed borderless and full screen. but i am only getting to maybe 950 max, it varies from approx. 700-900 most of the time.  is it possible to even get my full 990?

Which R9-380 do you have (make & model)?

 

Do you happen to have a R9-380 that has a BIOS tiggle switch / button on it?

Some AMD GPU's (e.g. Sapphire, MSi) will have a *Normal* and a *High Performance* mode.

 

Also, double check to make sure the "Power Efficiency" setting is set to Off.

Gaming Tab >> Global Graphics >> Power Efficiency.

i have the xfx r9 380 and looking at it i dont see any special switches or buttons on the GPU itself.  when i updated my drivers i couldn't even access the radeon global settings so i reinstalled my drivers AGAIN so hopefully this will help.  ima try another game and keep you updated.

Make sure you reboot your computer after the Driver install.

Some things don't take into effect until you reboot -- a pop-up should tell you to do so.

so far so good, i have restarted my computer and im now getting about 950-1000 clock speeds.

 

EDIT: but im still getting FPS drops in overwatch ugh...

 

another edit: dropped down to approx 700 MHz..
