as the title says im looking for a refurb 980ti/980 to replace my Gtx 770

where can i find one as used 980 and 980ti's on ebay are still expensive 

price range 320-420 usd

not looking for a 1070 as id rather buy an 980/980ti now and sli it later

Since the gtx 1080 and 1070 are in super limited supply, not a lot of people have had a chance to upgrade. Its probably gonna be another month or two before a lot of people upgrade and start selling their 900 series cards. which is when obviously the price will be driven down.

so.... i should wait until everyone upgrades and then up my budget and buy 2-3 gtx 980ti's

For the best deal yeah. and don't waste your money on a 3rd. it really hurts performance more often than it helps if you're using them for gaming. But I don't think they'll be going much lower than $300-$350 so I'd just say get a 1070 and call it a day. its worth the extra couple bucks getting a card that isn't used and mention it preforms a little better.
