Both. If i had to take a guess maybe the cpu, but honestly replacing that is like putting rims on a 87 honda

I'm unfamiliar with the 740, but I hear arma 3 is a reasonably intensive CPU game.... if you HAD to choose one or the other, I would say to get a better CPU before a GPU, but you really should update both of them if you can afford it. GTX 950, RX 480, and even the 470's and 460's should be comming out soon. they are all really affordable cards that are quite decent. (I only put the 950 there in case you really wanted Nvidia, AMD has the better cheap cards atm with current polaris)

Arma 3 slams cpus, an old AMD cpu won't cut it. Hell even the newer amd cpus have a hard time with that game.

 

Having said that, your gt740 is not a gaming graphics card. Even if your cpu was fine, you'd struggle with it at any meaningful setting. However, your cpu definitely needs the upgrade first.
