You can use Hyper-V as a VM software, which I believe is free and may even come with Windows 10 already (or maybe not).

No you don't need a second GPU (as a VM is like an emulator, the hardware is emulated) and NIC also not, depending on what you will do. For example in school we once had to set up two VM's, one as a server and one as a client, in this case we did need a NIC, because one would act as the in for the server and one would act like the in for the client. So for your scenario you probably don't need it.

There are great guides on how to setup a virtual machine, but the basics are:

- make the machine (I believe you tell it to use however much RAM, however many cores/threads, internet stuff, etc.)

- mount virtual harddrive (I believe you have to install Windows via an iso on it still, but I don't remember a ton of it)

after that you can start it.

This is only the very basics of VM's, last time I used them was almost two years ago, so excuse me if I got something wrong :(

I know @FloRolf knows a bit about VM's, so maybe he can help you a bit more :)
