It may be a good idea to jump to an locked i7 if you are to stream :D

Depends on games played and their settings. For a general case, I'd say the results won't be too impressive. If the OP is willing to fine-tune the system, buy prev-gen and/or used, they might get a capable machine at this budget. That's not counting the peripherals of course, with those counted it, it's a no-go.
