I have been doing some research on modding/painting graphics cards, however I am only interested in modding the plastic shroud of a graphics card, so my question is as follows.

Does the temperature of the shroud get high when the card is under load? and if so, do I need specific spray paint that is resistant to it?

Thanks!

No it doesn't really get hot at all so regular spray paint will work without any issues. If your interested at all I have a guide on this under GPU Painting which goes over it all in detail:

not high enough to damage paint

the backplate can though, especially if its one of the metal ones with thermal pads underneath

Tons of modders everywhere recommend plastidip. it holds up well when heated, and can peel off when you're done with it (or if you want to switch colours). It also requires minimal amounts of prep work. no sanding or anything like that is required. just make sure you have a clean surface area when you spray it on.

I've never done any modding myself though, so none of this is from personal experience. just what i've seen from various computer modders out there on youtube.
