Dual PCIE Cable

Is this safe to use with two graphics cards? Will it burn out the cable? The original cables that came with the power supply also has this dual pcie cable and I have a RM1000i. I was just wondering if both connectors were maxed out would it burn anything out is it safe to max out both connectors at once?

I wouldn't, Each 8 pin connector can supply 150W, but you're not adding another 150 by adding a second connector to the same cable.

Also as it has fully sleeved cables there's a high chance that wire gauge is correct, as that's speding more money when producing it... but that one is strange, looks thin

Any card just what if you maxed out both connectors

They will be totally fine. The cables aren't that thin.
