How is it? is it safe to be using a PSU that comes with the case? when I picked the parts in pc part picker it says "Some Intel H81 chipset motherboards may need a BIOS update prior to using Haswell Refresh CPUs." what does this mean? is there any parts that I can improve i have a budget of 400$, and can it run the latest games like witcher 3, fallout 4, tomb raider, assassins creed syndicate and other games in the future on a 1600X900 monitor?

A BIOS update means you need to update the motherboard's firmware. However this usually requires a processor already compatible with it to work. If you want something that works out of the box, you'll need either a H97 or Z97 board unless you can find out that your motherboard can run the processor out of the box.

 

And it should run those games, just not very well even at that resolution. You're probably going to have to leave the details on at medium at best if you want to maintain a steady 30FPS.

 

EDIT: So a quick Google search tells me there's a good chance a lot of H81 boards are compatible out of the box. However, make sure whoever you order from has a good return policy in case you get a board that isn't compatible out of the box.

If you can't spend too much on your PC, then i would suggest looking at used parts. 

 

I built my current PC from 90% used parts only bought the GPU PSU and hard drives new the rest was used. It came to around £280 (405$) for my i7 2600k, Asus P8P67 Motherboard, Corsair H100i cooler and 12GB of DDR3 RAM

 

So if you are not to afraid of buying used then you can score some real nice deals. 

I see the GTX 780 go for like £150 (216$). 

If you buy accordingly you could get a nice PC. You just need to make sure the seller has good feedback, and if something seems to good to be true then it porbs is.

UKWaffes is right, if you don't have much money to spend you will better off buying second end. 

In the end you will get much better performance for what you pay.

For the video card, wait for the rx 480, for about $200 you can get pretty good performance. And yes, I do agree that if you get second hand/ used parts will give you good performance. Since the GTX 10XX cards are comming out, many people are selling their old cards for cheap.

Look for a Athlon X4 845 to 880K along with a FM2+ board and a R7 370 or GTX 950!

More and more games are using more cores now, and somes games won't even start on dual core CPUs.

 

And there will be a large spike in the used market as people are selling their old hardware. 

I pesonally have my used GTX 760 2GB card for sale. I bought that used for £90 (130$) 

 

The best I would say is this:

Case: New - That way you have all the parts you need to build in it.

CPU: Used (Same as MB)

MB: Used or New - Depends on price and what you can find

RAM: Used - Very Cheap normally

PSU: New - Would'nt risk a used one in case it dies 

HDD: Prefer new but used can be very cheap and still have decent offerings.

Cooler (If needed): New or Used for a heatsink makes no differance.

GPU: Used - Can get some killer deals here. Used cards means you could get a better card than the one you plan on getting, but from an older generation. 

 

That is how I would look at buying parts.

Mix Used with New.

Don't get a gtx 700 series gpu, they are two generations behind now that Pascal is out.  Either get a used GPU or wait for Polaris which will be WAY faster than the gtx 750.  The RX 480 is $200, but they'll have cheaper ones too.  Might have to wait a month or two before they are available in your country.  If you can't wait, buy used parts.

 

Definitely try to get a name brand power supply with a bronze efficiency rating or better.  A cheap no name psu can end up killing your machine.

yes, its upgradable, you can replace the pentium with an i5, and there should be enough space on the case to accept longer GPUs,
