Athlon is faster on multi-core tasks and pentium on single core tasks. If he's going to game on it, take the pentium and oc it to 4.5 or 4.6 ghz .

My friend is on a super tight budget and wants a cheap cpu. should he get a

AMD Athlon X4 860K or intel pentium g3258

If you really want new, it depends on the workload. For just gaming I think the G3258 is better (you can do some badass overclocking on it) but for things like video-editting I would go for the Quad-core AMD

Just keep in mind that the pentium may struggle a bit on games that require quad cores, like Far Cry 4, which I heard that it won't even open on a dual core.

Indeed, forgot to mention that. Games like cities:skylines are also pretty heavy on the CPU.

On the other side of the spectrum you have Tomb: Raider, where it doesn't matter how many cores you have whatsoever

What games are you looking to play?
