If you're fine with spending more on the case the Fractal Design Define S is very good as it has noise dampening foam in it and it looks really nice. Also, between those two I'd take the S340 because of the looks and build quality but you can go either way c: Sorry for the late reply, I was sleeping.

I am think about get a a older gpu since the game I play are RollerCoaster Tycoon World     cities skylines  Prison Artchitect like eather the Asus Radeon R9 380 2GB Video Card

or the PowerColor Radeon R9 380 4GB PCS+ Video Card

An R9 380 would be nice but a 480 is much more future proof due to the ridiculous power levels and it will cost the same as a 380.

I see the R9 380 for $139.99 compare to 199$ for the 480

and my dad care about me save the most money

1. No. It would just mean it's quieter and probably cooler but it's unnecessary to do so for a locked processor.

2. Why would you need more than 4 drives? If you really had to, you could use a PCIe x1 Sata add in card, like this:

Any. Well, depends on the fans, if 1 of them is a 4 PIN PWM fan get a 4 pin splitter, if they're both 3 pin fans get a 3 pin splitter.

You shouldn't. The 380 performs 15% better than the 960 and the 480 will perform almost twice as good.
