is to leave then open for other pcie and to be able to move the wifii around to get better signal strength the signal would have to go thourhg my desk and I only have 100 mbps network

The distance between USB ports will make no difference. Your desk won't make a difference to the signal. What other PCIe devices do you want? The only other thing I can think of are PCIe SSDs which are very expensive.

I was talking about a usb extension cable  to put it closw and pass the wall that is next to my desk

and the cpu only have 16 lanes 

the hard part about 2 gb vs 4 gb for the gpu is other gamer till me that the game I play it would be fine  and there is a big price diference

The PCIe wifi card will use the chipset lanes. An extension that long may affect latency. 4GB is pretty much the minimum for graphics cards nowadays.

since the game I have only require 2 even a new game

A GT 610 would be incredibly useless and not be able to run anything except source games and minesweeper. Also, yes cities skylines is a CPU intensive game but that doesn't mean you should skimp on the GPU. Also, 4GB has become the standard for 1080p as games are using more and more VRAM.
