That's the cheapest I could get it without sacrificing quality. 

get a better psu. youd want something seasonic, xfx (except xt), evga b2 / g2 /gq /gs or antec greenwatts.

whats the maximum budget to work with here?

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Building 101 don't skimp on the PSU; use the list for something better (not higher wattage).

Case has no window so I'd just get the cheapest RAM of the same size you can get (You'll only have 2 DIMM slots so I might go 1x8gb instead to start for upgradability, single channel doesn't matter for gaming).

For the same reason I'd just get the cheapest DDR4 mobo you can find (by Asus/MSI/Gigabyte/AsRock).

6100 will probably be a good fit for most games for a 480, though if your budget allows a basicl i5 would be perfect.

Case is subjective; this one's not for me but if you've searched around and like this the most then go for it.

Just a point of the CPU, leaked benchmarks have shown the RX 480 being just under a Fury in terms of power and an i3 will start bottlenecking an Fury so yeah.

Could get a cheaper case (Fractal Design Core 1000/1100 (make sure it has USB 3.0 headers)) and any PSU from tiers 1 to 5 on that list.

150W TDP (Max load, 75W from PCIe lane and 75W from the 6 pin, more like 135W power consumption under a normal load.) Also, before Computex.
