Only if you have a Z87/97 board already. But if so, the 4790k can be a nice upgrade, yes.

Even at stock that'll be a considerable boost from the i3

Then you are better off getting a locked i7 or a Xeon equivalent.

 

Considering the lower prices of a locked SKU + what you'd sped on a mobo, you could more than likely invest that cash into a better GPU.

but the 4790k has higher stock clock than the locked i7 4790.

Unlock i7 has a significantly faster stock clocks. Base 4.0 GHz is certainly nothing to sneeze at.

Those 400mhz aren't going to be as useful as the sheer processing power of a better GPU.

Even new, the price difference doesn't seem to be very big. Kind of in that range where one could go either way.
