No as far as I know. First Windows to support such is Win7 Ultimate (or Win8 Pro ).

I tried to do it once, it boots but doesn't install.

As far as i know, XP needs to burned to a CD in order to work

OP is looking using WinXP like live-CD (most known by Linux distros). Not installing it from USB (which should be possible as long as motherboard supports it).

There's always the possibility to launch XP on a virtual machine, it's easy to do and works well enough.

this is probably the closest thing to a solution.  Install XP in a VM and include on the USB stick a "portable install" of the VM software so it can just be plugged in and ran.
