Motherboard automatically underclocking CPU

Okay, long story short. I bought this motherboard to replace this one. The MSI motherboard automatically underclocks the CPU by so much that my EVGA GTX 980 is bottlenecked. I have a AMD FX-8350 and it's stock clocked @ 4.0GHz.
But when I boot up, Windows 10 tells me that this CPU is clocked @ 1.36GHz. This is simply ridiculous I can't even think about gaming with it being clocked so low. Now I can over clock it, but I'm much too dense to figure it out. Could someone give me specific instructions for this CPU so I can have it base clocked @ 4.0GHz? Also, the CPU is locked at that speed. I've tried to stress it with Prime95 and it  Thanks.

It clearly states the CPU max clock is 4.2Ghz in task manager.

Yes, it's completely normal, even Intel's does it:

 

Go run something demanding and it'll spike up.

Go into Power Management for Windows, and select the "High Performance" profile.   It should speed things up.  But if you are on a 'balanced' setting, it will work perfectly fine, speeding up the clock when needed, and slowing it down to conserve energy.

Now that I had a look at it, unless you're stuck in Power Saver mode, it shouldn't be sitting at 33% utilization and in that power state. That normally triggers a clock speed bump. Unless AMD is more conservative about bumping clocks.

Your 6700 should be going to 4Ghz, not 3.4Ghz?

It's not the K version. I wanted a lower power part for my FTZ01.

Yeah, 6700 has a max turbo clock of 4Ghz. Did you disable Turbo?

I don't think Windows counts Turbo Boost for some reason, because I've seen it go up to 3.9GHz

That's very likely, MS still haven't fixed the OC bug either that's been present since the Ivy Bridge processors.

Tried everything mentioned in the topic. Still locked at 1.36. Very upsetting. My old motherboard has an ethernet issue and that's mostly why I upgraded.

By that I assume you mean the latest BIOS version. Yes.

I fixed this myself. I was fucking around within Windows settings and my BIOS and rebooted and now my frequency seems to be unlocked. Thanks for the help guys, really. You guys put me on the right track for Power Management.
