Use a separate computer? A Phone maybe?

I really doubt software can do this, because it's all about your audio output.

it'll work if your soundcard supports multiple outputs

Check in-game settings. I'm pretty sure you can play separate audio with 2 devices. Just not the same audio with 2 devices.

If the program or game has the settings for devices, it will work. I've had windows sounds coming from my speakers and a game playing through my headset.

Should be possible, depending on the game. For example, I have my TV set as the primary output for my speakers (So when I'm watching stuff, the audio is coming from the direction I'm looking - feels more natural), yet Skype is set to output to my speakers. They are independent of each other.

Most good PC games will allow you to set your audio output. You can generally over-ride the "Windows Default" to select something else.

For Sale: Meraki Bundle

I can do it through Windows with just drivers. I use my onboard as my Default Communications Device, and using my soundcard I set that as system default. Then changed the output in Teamspeak.
