Hi, i was looking upon old cinema sign boards, and the lights that they have, they go around the board in a continuous patttern, those were bulbs, i am planning to give that same feel but with LED's preferably strips, can someone help me as how to go about this, ill be using 220V power from a socket, so any other required hardware, do mention it, thanks

There's lots of info online about DIY projects like this. Most I've seen use an Arduino for controlling and RGB strips instead of individual bulbs.  Something like this.

well the arduino is what you need to program to control the LEDs

the led strips is just called  an "Individually addressable led strip"
