I was looking at getting a gaming rig for my room so my brother can have the first one.
My overall budget (not including keyboard and mouse) is around $1800AUD (rather keep it below $2kAUD). 

I am planning to play games like bf4 (and bf1 on release), world of tanks and overwatch. a

ummm, overkill cooler?

my h55 can cool my 6500 to 23 degrees celcius (ambient 21.5deg.C) get something cheaper like the hyper 212 evo

Well currently in the rig I use I have a stock cooler and  when I play bf4 my cpu hits the low 70's. I want that heat completely out my case and a water cooler does that

If I used a different air cooler would it not just blow hot air around my system? 
Also, its freaking hot in Australia

I would get a CPU above 3 ghz or a K version below so you can overclock it.

Why the need of 4 fans? As shown in one of the videos of LTT, 4 fans isn't really that effective.

I wanted to connect all 4 to a splitter and control them judging on temps... But yeah I remember that video so now I have doubts lol
