on a random computer no. The cpu scheduler run algorithms  to manage what is in cache. so say you run a program the cpu will call for memory block zero the  start of the program, of course this is not where the program is in memory (well very unlikely) so the memory management redirects to the correct start point in memory. 

 

you would need some very low level design to be able to do it but you could.
