I've never gone that deep in the friends system in Steam but I do know that you can get just the Steam account for free and add non-steam games to it. But if you never buy anything in steam, you won't be able to add friends yourself, just accept invitations from others.

pretty sure G2A results in a "received as a gift" stamp on the game, AKA doesnt unlock friends.

 

afaik you dont need to *spend* money, you just need to push a 5 dollar bill into the CD drive to praise gaben. (aka put $5 on steam)

Thats how you can get access to adding friends in your new steam account:

  • Adding the equivalent of $5 USD or more to your Steam Wallet
  • Purchasing game(s) that are equal to $5 USD or more from the Steam store
  • Adding a Steam Wallet card that is equal to $5 USD or more to your Steam account
  • Purchasing a Steam gift that is equal to $5 USD or more from the Steam store (Receiving a Steam gift from a friend doesn't count).
  • Receiving Gifts from anyone else wont unlock you to add friends. 

You MUST spend $5 from that new account in order to get access to Adding  People to your friendlist.
