No, Skylake has higher voltage tolerances, and usually requires more voltage.
It's a completely different architecture, the two cannot be compared properly.

There's a thing called warranty, if he does any harm to it that is actually serious, intel has no problem accepting RMA for it.
By the time he actually messed it up from overvoltage and overclocking, it'd probably be time to replace it anyways.

At it's peak the vcore hits 1.373V according to CPU-Z, but at 64C I seem to have further room to overclock. How far should I go voltage-wise before it becomes unsafe for 24/7? Keep in mind the stock voltage for my 6700k was the same as it is now.
With proper cooling you're good for 1.4-1.45v 24/7 provided it's staying under insane 80c+ temps. I'd say hover right around 1.4v, it'll be your sweet spot.
