I'm going to try and describe my issue in as much detail as possible to describe why I can't figure this out. 
So, recently I had a massive thunder storm roll through, which cut my power. I'm plugged into a surge protector so I wouldn't expect a power surge to happen, yet my computer acts like it has.
So, I have a mouse, a keyboard, a microphone, headphones and a small amplifier that I plug said headphones into- all connected into the back ports of an Asus Z170-A motherboard because the front ports rarely work properly. 

Now, I can plug everything into the back ports and it'll work fine, until I plug in the amp. Once I do that all of my other peripherals shuts off and I get a "USB Surge Error" and my computer crashes. When I try to boot it, it gives me "USB Over Current Detected; Shutting down in 15 seconds." The moment I unplug the amp, the computer will boot back fine. 
When the amp is plugged in, even with the computer off, the wire to it is really hot, like it's burning it out and I have no idea as to why the wire would be causing the issue, it would make more sense as to be that USB port, but no matter where I plug it in, even the front ports, it gives me the same issue. 

Any of you have a similar issue/know a solution?

I had it when I put a screwdriver in the USB port, so the amp might be shorting something.

it seems yer amp is acting up. try it with another device and check if the problem persists. it might also be a short as @Djole123 said.

Did you try plugging it into the other USB ports? Because the USB port is maybe shorting something.

I would suggest you to leave it for day or two just to be safe from not killing it any further.

hey wait wait do not insert any usb devices on that port or it might harm your devices. My usb died due to shorting stuff it was so warm when i plugged out  and because of that defected port my mouse end up acting weird, causing randomly shutdowns/device driver not found errors and randomly cursor lock. I'd suggest you not to use amp again.

As the others said, you should stop using the amp. The power regulation on the USB port for it is probably fried. If you keep using it then it will break something else or possibly start a fire if the cable is getting warm. 

 

If you feel confident then you could open it and try to find the cause but that's probably a waste of time if you aren't sure what you are doing.

Get a multimeter and test between the pins on the USB plug that goes into the amp. If your amp has no warranty left then open it up and look for black marks. Or holes in the microprocessors (black square things). The amp or the cable has a short somewhere. Your psu is powering the USB ports at all times, giving a max 3 amps of power (15w). That amount of power in a thin cable will surely heat it up. If you have a friend that knows stuff about electronics and you can confirm that they actually do, you can give the amp to them for inspection if you dont trust yourself.
