i dont have another system to put it in

Get it to a computer shop then and ask them to check it out in another system....or maybe even email the manufacturer of the card about the problem...

i got it to stay at 60 with 89 % fan speed

60°C is great temp at 100% load for long time.

But fan is probbably kinda loud, so try to change that curve and keep your GPU under 72°C.

Did you put enough on it, was everything seated correctly prior to reassembly, was it put back together correctly?

Am I the only one around here who really doesn't like pcpartpicker?
I also like Ubisoft and Origin/EA
Guess I'm just odd that way.

There is nothing wrong here. It is an Asus card and that should be expected from their AMD cards. The best you can do is alter the fan curve so that it doesn't go above 75C, but you'll probably end up having one of the loudest r9 380's around.

How many CASEFans do you have?

Think about the airflow in your case.... maybe it can't escape or isn't being fed enough... and hence your high load temps cos the heat can't get out of the system.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
