Hey there, so I recently turned 16, and decided to spend my money on a Dell Inspiron 7559 Base model:

http://www.dell.com/uk/p/inspiron-15-7559-laptop/pd?oc=cn95701&model_id=inspiron-15-7559-laptop

Now on the day I ordered this I was excited, blah blah, and it all went through fine, I got the email of acknowledgement etc, however the day after me and my mother (2 listed numbers) got phone calls from private numbers, which we didn't realise at the time was Dell, so we never picked up, after receiving an email saying that they'd tried to contact us for "expediting phone verification" we waited until yesterday, where we go another phone call, I missed mine, but my mum picked up straight away, and they hung up. Then tonight, I have received an email of order cancellation, now my card hasn't been refunded and it all the email tells me to do is to get into contact with their support team, which when I try to email, says my order number is invalid, but what, how!?! so right now, I'm stuck on where to go, I'm going to order from Amazon instead of dell, because the "verification" is just plain stupid, they take the money, and then verify it is legitimate? Like what the hell.

Anyway, does anybody know how long it takes to get refunded, or if they even do refund it? And what steps I should take now.

Explain the issue and see if they can get you a refund.

Call the number on the back of the card you used to order and tell them you want to dispute the charge. It will begin an investigative process that will lead to Dell either sorting out the problem or having the price of your computer withdrawn from their account by your bank and returned to you.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

Your bank/credit card issuer will be able to do a charge back. If you're asked for proof that they cancelled just provide the email, but I don't think they will.

Just say something like "I ordered this thing but they refused to ship it out for some reason and they have been completely unresponsive when I try to contact them to get my money refunded".

A charge back will hurt them, it's bad for a business to get such a request from a credit card issuer. But in exchange they will most likely blacklist you.

The wonderful thing about companies is they love to take your money ASAP but are slow about giving it back. I would say give it until Tuesday morning to show up as a refund on the card, that gives them a whole business day to get things sorted and you can say you gave them time to get it all sorted out if you need to call the bank.

That is highly, highly illegal.

Is it though? I've heard of many stores that do this, heck, Steam will pretty much ban you/close your account if you do it.

Then there's this:

http://www.creditcards.com/credit-card-news/chargebacks-consumer-blacklist-badcustomer-1282.php

http://www.dailyfinance.com/2010/03/02/doing-a-credit-card-chargeback-even-once-can-lead-to-blacklist/

A chargeback against an actual fraudulent transaction is fine, but with companies like Dell, Amazon, NCIX, etc... that's a whole different matter.

Yeah, I know the field pretty well, and those articles are from 2010. Some big legislation has passed since they were written. If you abuse chargebacks and constantly file fraudulent or frivolous ones, your credit card company can cancel your card, but a business that blacklists a customer based on a single, legitimate chargeback would risk the wrath of the CFPB. The CFPB is a wonderful alphabet agency that lives in a realm of nothingness, with no specific authority to do what they do, but they do it anyway and no one tells them to stop. They live and breathe angry consumers who can't be troubled reading things or calling a merchant before insisting that their $10,000 purchase be refunded to them because a $2.99 item was missing from it.

Trust me, the rules are a little different now. If a major business made a practice of blacklisting customers purely because that customer had made and won a single, legitimate dispute, there would be a freaking Spanish Inquisition about it.

In the UK you can be black listed.

It may not be legal but it definitely happens. I know a few people who are blacked listed from ISPs, phone companies, banks, TV providers and on line shopping stores.

The house I moved to was black listed from my ISP. I had to jump over hills and swim the deepest oceans to prove I wasn't the last tenant.

It's not a race to the bottom.

Crap, did not see that the OP was from England. Different rules apply there, rules I don't know.
