An i7-4790K won't even bottleneck a 980 Ti or Fury X, unless it's a game like AotS.

No. Proof : 


CPU will "bottleneck" GPU, if it's not fast enough to run the game/program.
It highly depends on situation tho (CPU heavy part in game will always result in "CPU bottlenecking GPU" phenomenon).

Since GPU can't do x86 code, and CPU's can't exacly do Pixel Shaders, U can't compare their performance (at least in meaningful way).

Basicly :
Just get a fast enough CPU, and not "one that will not bottleneck... card.".

a bottleneck occurs when a component is limiting the entire process, normally its the gpu

 

the processing power does mind to a certain degree, but each games utilizes cpu and gpu in different loads, so its hard to give you an exact answer
