Nitendo Wii U account country?

Hello brothers and sisters gamers!
I want to buy a nitendo wii u. I'm from Europe, county Bosnia. I'm guessing that my country isn't listed in nitendo web shop for games. So my question for you can I make US account if I'm not living there and will I have high ping in online games? US is because of english language. Thanks.
