OP, this is the best build your going to get for your money, go for it. Unless a more experienced builder could come up with one with a 980ti although that's unlikely

When you put it on the PC you'll use a bootable USB most often and you can use that and the key (Which you could put in a .txt on the drive, will be your  backup

Well no, because the key can only be used once. You'd have to do some cheeky stuff to put it on his PC with your code but the drive will work if you have another code

If its an OEM key, no. If its a retail copy, yes provided it isn't in active use in another rig.
