Differences between brands:

Some are good, others bad.  If you want to play it safe, Seasonic is easily the best of all makers available, plus their prices have been progressively exploring lower grounds! (comparable to Delta???)

Diablotek is bad.

For the Best builds and Price lists here is a world where many points of the price have been predefined already for your convenience!

The Xeon E3 1231 V3 IS BETTER Than the Core i5 4690K and a Significantly better value for the non-overclockers or value shoppers.

The OS is like a kind food, Try it before saying if you like it or don't.

ok. EVGA is the only company that i know of that has a psu for that cheap. Are there any other power supplies that are still very cheap but are higher quality?

It seems that the general consensus in some places on the internet, is there are not many decent power supplies in the 400w range. Unless you want to drop $100 on a Be Quiet modular unit, but even that's 550w. 

 

JohnnyGURU is a fairly well respected reviewer, and the EVGA 430w unit seemed to do well enough in his tests. No, it's not the greatest power supply in the world, and it's about double what you are looking to spend. However, it's going to be vastly superior to a $20 new unit from anyone, even the $20 unit from EVGA that's not made to the same standards.
