I think a gaming system for $ 700 would pull around 250 Watts from the wall under a typical gaming load. If you're paying 15 cents per kW you'd be paying less than 4 cents per hour of gaming in terms of electricity.

At your budget, all new should be fine, but for better value for money, you can get some parts new and some parts used. Try not to get ready-built ones, they usually aren't that good for the money. Try to build it youself as it'll usually be better than what the custom builders offer you. its easy, just be careful and look at some guides on youtube if your unsure.
