Why hello there forum! My sister's laptop (Satellite L15W) has been experiencing a strange issue. When she watches video on it, it will have what I can best describe as little "spasms" where the video will briefly skip frames and the audio turns to a low buzzing sound. These happen for no more than half a second at a time, but come up a lot more often on some content and less on other content. She reports that it happens with YouTube in multiple browsers as well as Netflix, so it seems like as OS issue. I recently upgraded her from Windows 8.1 to 10, which I think might be the culprit. She can't remember exactly when it started (because it was originally very subtle and has gotten worse over the last few months), but it may have been when I installed Win10. Could it be the new OS, or something else? Anyone know a fix, or even what this is? Thanks.

If I had to guess, the CPU is being overloaded.

 

Does it happen when the video quality is set really low (480p or less)?

Probably not the case, still happens on 240p and CPU hovers at 50 to 70% even on 1080p.

I'd reinstall windows

(A fresh install)
