And so Avast didn't quite do it, however after I run Malwarebytes....293...threats were found...quick restart and we're back to normal. Thanks again all for your fast response and suggestions! :)

So I kinda fucked my pc by downloading something from a website we're not allowed to discuss and I'm getting popups on literally everything even steam. I've run CCleaner and tried to load up my Bullguard but turns out my subscription has ran out, so I'm looking for you guys could advise me on how to get rid of this virus with preferably free software. 

 

Note: the virus was installed through a setup wizard

Install avast! or AVG Free antivirus.

If that doesn't help, we need to go down further.

Athlon X2 for only 27.31$   Best part lists at different price points   Windows 1.01 running natively on an Eee PC

Malwarebytes is pretty good on 0day and has a free version, WinClam is paranoid but may help and is free. If that fails just rage quit and DBAN to make the virus cry. then reinstall

Thanks for the fast response, I'm running a full system scan in avast right now, if that doesn't fix it I'll result to other options. I hope it doesn't come down to reinstalling windows

Give your programs list a quick look, see if there's anything you don't recognize. If it all looks good, you should be ok now.

Well I think I'll buy the premium for Malwarebytes, seems to do a really good job.
