i3 4170 t4 temps

what temps should I be getting under 100% load??

my ambient is about 18c, it has push pull (nf a12 push, stovk pull)

im getting mid to high 50's... that is why im confused. im using cooler master high performance thermal compund as well

That cooler has no copper - it's the smallest stock cooler a modern intel CPU has ever seen

That's average. You could get a better cooler though if it's in your budget.

welll. its not like I need better. but I just fell like, well yeah.... its not a cheap cooler and I would have thought it would do better

Reseat it - probably not mounted well or too much/too little thermal paste

yes - a small grain of rice worth of TIM - anymore than that and it can cause issues

re-seated it and tightened everything ran a stress test 100% load 61c (but averaging 58) csgo, 54c at 90% cpu. im happy now. thanks for the help

Your temps are normal for the cooler and CPU. No need to worry. I would have guessed 60-65C max temps.
