CL latency RAM timings?

The higher the CL value, the higher the latency which is bad. High frequency RAM generally comes with a higher CL value.

Hello all, I have a little question about CL latency timings.

 

Is a stick of RAM with a CL latency of 9 'quicker' than a stick of RAM that has a CL latency of 10? Or is it the higher the number the quicker?
