Decreasing CPU temps?

I was wondering if you're overclocking but you only overclock the turbo clockspeed would that help with idle temps? Or going even farther and reducing the clockspeed, but keeping the turbo the same? I tried finding an article or something on this but I just couldn't.

well as long as you dont pin your processor at the max speed and voltage all the time

it should go back to low frequency and voltage during idle/low load

That's what I was thinking. I just had no clue if turbo clockspeed had some sort of stipulations that I wasn't aware of.
