I tried resetting the CMOS, reseating and testing my RAM, different cables, different monitors, reseating GPU, trying to use onboard graphics instead of the actual video card, everything.

 

My PC won't get past the boot screen and is pushed into a continuous loop of turning on and back off again.

Try with only the SSD. And if that doesn't work, no SSD too.

okay just try it with the power supply 1 ram stick cpu and stock cooler if that works then one of the others is dead
