Would Noctua NH-D15 get in the way if I get a ram with high heat spreaders? Also, any other air cooler recommendation for overcocking?

or should I just go for liquid cooling like corsair's hydro series maybe?  Budget for cooling is like around 80$-maybe 100$. Wanting to use a i5 6600k or if I get a bigger budget, thinking of i7 6700k.

You would have to check the dimensions for whatever ram you wanted.  It's a great cooler but it is bulky.  But, if you're going to buy a cpu cooler that covers most of your ram, is there really any point in buying ram with tall neat looking heat spreaders?

 

For the budget you mentioned, there are 240mm AIO liquid coolers available.  That is the route I would take, personally.

By the looks of that cpu cooler, it will get in the way!

I have recently bought myself a Intel i7 4790k cpu and a Cooler Master hyper 212 evo!

 

I have done the research that this CPU cooler(Cooler master hyper 212 evo) keep the cpu temps around 32-35 degrees while over clocked, which is perfect!

 

So i would recommend that you have a look at the Cooler Master 212 evo!

You will most likely have some problems with the clearance, maybe you should have a look a some of the coolers from Cryorig, they're a new company which sell air and water coolers, most of their coolers have unlimited ram clearance. Their best air cooler: Cryorig R1 Ultimate even beats some popular AIO water coolers.
