Common issue, try getting to command prompt and run sfc /scannow

Jfc I had a client with this problem on his computer. Since you said you can't access CMD then you will probably have to do a clean install. Try fiddling around in the Windows EUFI BIOS and see if anything there works before you clean install though.

I actually just found out how to access CMD with administrative abilities, it's scanning now. What exactly should I do once the scan is complete?

It will ask you to give it permission to fix your issues, just say yes. It will probably take a really long time so be patient lol.

Okay so the scan finished, and CMD said it dint find any integrity issues. By pressing random buttons, i managed to get the task bar icons to appear. The only thing that doesn't work now is the start button and controls like the volume icon on the right of the taskbar.

Have you restarted your computer?

Yes, this normally with windows if you have an issue with something not working.

I like to kill hardware. In 2016 alone I have killed 20 Xeon 5160, and 10+ Pentium 4.

  1. Press Windows Key + R on your keyboard.
  2. Key in PowerShell and hit Enter.
  3. Right-click on the PowerShell icon on the taskbar and select Run as Administrator.
  4. Now paste the following command in the Administrator: Windows PowerShell window and press Enter key:
    Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
  5. NOW for the important part ! Locate to :  C:/Users/name/AppData/Local/ and delete the TileDataLayer folder.
  6. To complete 5.

    - Press Windows Key + R

    - Type services.msc and hit enter

    - Search for tiledatamodelsvc , right-click and click Stop.

    - Now you may delete the TileDataLayer folder entirely

when I right click on the powershell icon, nothing happens...

Before you randomly run command lines that are not related to your problem and has tendency of breaking other things than helping.

Did you try clicking on the Start button multiple times in a row (like 10 times continuously?) and how about the Windows key? This usually is all you need to have Windows reloads the start menu and make it work.

 

If that doesn't work, then, because the Start Menu is GPU rendered, it might be failing due to a bug in your graphics drivers. Make sure you have the latest and greatest graphics card drivers from the chip manufacture. I don't know about AMD drivers, but in the case of Nvidia drivers, in the setup of the GeForce drivers, click on "Advanced" when asked, and in there uncheck everything beside the graphics card drivers (of course), PhysX, and Audio drivers. No GeForce experience, no Nvidia 3D stuff. And check the box to do a clean install (your computer will need to restart during the process. When it restarts, setup will resume shortly after automatically (after you login, if you have a password for your account), and just wait. Once done, your start menu should work, if not restart again, and try again. You can also try older drivers to see if it works again.
