help me fix my hdd

hello,hope some one can help me with my hdd problem

 

my hdd split into 2 partition,this is different hdd from OS drive

 

and when i plug my hdd from the beggining(from off),pc stuck at windows(win 8.1) loading

 

but if i plug the hdd after already boot into desktop,only the 2nd partition of that hdd can be detected,and file can be access and play,first partition can't be access,and pc became hang,it shown in explorer,only drive letter without any description(laggy)

 

 

1.do you know what happens to first partition?

2.is there any software from DOS that can be use to fix?

if you dont need both partitions, id just use boot and nuke to reformat it, assuming you dont have any important files that you havent backed up yet.
