That boards max ram speed is 1600, it IS a speed issue.

so i bought a new kit of ram and i installed it in my rig. My rig stopped booting and it was restarting continually. than i put the new kit in my secondary rig and it worked fine. is it a speed issue or what. the ram i bought is pny 1866mhz and my motherboard is an msi h81i.
