GPU doesn't use more then 20% power

I have a ASUS strix GTX 960 and for the past few weeks I have been getting fps way lower then normally no matter the setting. I get about 20 fps or lower in most games no matter how high or low the settings.

I have checked the smart data on my SSD and HDD. I have reseated my GPU and and checked my cables. I also made sure very thing was up to date but nothing seems to be helping.

Any ideas what might be causing my problems?

Use MSI Afterburner to see what is slowing down your system while in game.

Have you taken it off Vsync. That is what caused my low FPS in games...

I have Vsync off and my GPU is only at 20% usage, weird.

So does anyone have any ideas why im only using 20% of my GPU?

 I checked my CPU and RAM and they aren't bottle necking it.

Ensure your PCI-E power connectors are plugged in.

I have checked all my connections in my computer and they are how they should be.

I have been testing with a few games and it changes from game to game but no matter what I don't reach anything over 50% gpu usage and still have free RAM and CPU head room on each core.

-MSI Gaming B150 MOBO

-G.SKILL Ripjaws V Series 8GB (2 x 4GB)

-Antec 450W

-Intel 330 Series 60GB

-WD 1TB Black

-ASUS 1080p IPS monitor

I just noticed my processor is running at 0.8 ghz!!!! What should I do to fix this?
