Whenever i play gta v or any game on my pc my GPU almost always eventually runs at MAX RPM. I took a look at the temps and it is not even going over 64 Degrees Celsius. I have taken a can of compressed air to the card in order to remove dust and i even added a new fan on the front of the case to add more airflow and that has yet to change anything unfortunately. What do you think i shod do?

Download MSI Afterburner and see if it will let you make a custom fan profile.

I had a similar issue with my wife's HD 7950. Turns out one of the fans was no longer functional. You might want to take the side off your case and check to see if all of the fans spin on boot. Think of it like all the indicator lights coming on in your car when you first start it.

 

Also, the fans kicking on at 64C isn't all that unusual. What utility are you using to determine the fan RPM? If you are using a utility and they are running at 100%, then you might want to make sure there's nothing wrapped around the motor shaft of the fans. The fans themselves don't have a mechanism for determining fan speed other than the amount of current being sent to the motors. So, if there's hair or some other debris tangled around the motor shaft, it will be reading at 100%, but spinning at a lower speed and could make a good amount of noise. Not to mention, this will actually cause your motor to burn out a whole lot sooner than it should.

 

If none of those turn out to be the issue, you can always do what others have suggested and download MSI Afterburner.
