ok i assume you opened powershell as admin

 

im making up a file destination because i dont know where you saved your file

 

cd "C:\program files (x86)\steam\steamapps"

 

now this should go to the steam apps folder inside of the steam folder

 

i will type dir which means directory and basically it will list all the files/folders in the folder you are currently in

 

lets say i wanted to delete my steam username "kushal171"

 

now after finding the target i will type rdmdir "kushal171" (include the quotes because your folder has spaces in it)

 

should delete the file =D

oh thats a new volume/partition looks like you can go into disk management

 

press start >right click computer> click manage.> open the disk management

 

right click on which ever one is E delete volume

 

if there is stuff u want move it or back it up

 

then when it is an unallocated "something" r click and make a new simple volume

shift-delete, it won't go to Trash, but it will be instantly deleted.

+1 on this. If none of these things work, go to linux using a live cd and delete it.

 

You can to go ubuntu (instructions here) or another website and download a disk, burn it and run and use the OS fully from the disk. That will allow you to delete the file no issues
