In my opinion its better to avoid custom sleeving if you can as its a extremely labor intensive task and can take much longer to get it done that one may think. Heres a couple places you can get some sleeving if you do decide to still do it yourself though.

That frozencpu link you sent, how much of the product does it give you? 1 foot? or what?

All of that should be sold in per foot on FCPU, but it's not recommended to purchase from them as things got quite sketchy a little while back, if you can Performance PC's would be the better option.

It is sold by the foot so whatever length you want you put into the quantity and it is shipped as one continuous length that you cut to your needs. ex: a quantity of 15 will result in them shipping you a 15 foot length of the sleeving you ordered.

http://www.performance-pcs.com/cable-sleeving just choose the brand that fits what you want and how much you want too spend. They follow the same quantity rule as well.

Its the outer diameter for most brands, but read the description of the product just to make sure before you purchase something.
