Yes it is dead, as dead as my 460. But it can also happen due to magnetic interference in your computer, or even due to static. Do you keep your speaker closer to your case? Or are there any plastic laminates near your gpu?

i use this card for my other Rig as a back up rig in case if there anything happen to my main PC. But today i boot up the system i get that artifact, the boot up screen is normal nothing wrong, the window 10 log in screen is normal as well, as soon as it comes into desktop, everything went wrong. Weird thing is i plug my 980Ti in this rig and run my main monitor off the 980Ti and the other 2 screens off the 970, and it work normally but as soon as i remove the 980Ti it went artifact again.

Dead card, we are sorry! I would suggest you to not use it. but if you work in some of the CUDA accelerated applications, then my suggestion is that use this 970 as a secondary GPU, and pull out your displays from 980ti. At least you will get that CUDA boost.
