Getting Tased By My Old Computer...

I have an old computer that i'm using for playing pixeled games and watch some videos on yotube while i'm saving some some for spend on my new computer.

 

But suddenly my mause crashed (buged) and i could't move him anymore , i unplog the P2 cable (Mouse cable) out of my back plate trying to solve the problem , but when i look at the screen , it(The screen) was messed up with green dots everywhere e reeplug the mause cable and e get "tased"  because my hand touched the back plate , i don't know why but before this my computer "doesn't turn on" , there's any image just a black screen . The computer keeps tasing me , any image apears but looks like the computer is working because e try open it and i remove the RAM , and i boot him (without the RAM) , he Beeped (IT'S ALIVEE!!!) .

 

He also do some strange thinks like the pattern of the lights of the power button change , and sometimes the HD spins as HELL.

 

Any idea?

 

*The monitor entrance is a VGA Port

Is it properly grounded, exposed wires, what PSU?
