First TIME PC BUILDER!!!

So i just built a pc. The problem im currently having is that everytime i shutdown the pc, the hard drive shuts down but not the whole pc. The fans are still functing but there is nothing on the monitor screen. Im not sure what is wrong. 
My Pc Specs:
Amd fx4130
Gigabyte mobo- (many people used it on pcpartpicker with there 4130)
Samsung 840 evo
gtx 950 by evga
corsair 430 watt psu
old dell inpirion 530 pc case

well if its off then just flip the switch on the PSU if it bothers you and everything should shut off :)

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...
