So I am new to PC gaming. I built this computer with a Core i5 6600K, 8 GBs of RAM, and a GeForce GTX 960. The only thing over clocked is the processor which is clocked at 4.5 GHz. I installed GTA V yesterday. The game does play at 60 FPS, but seems to studder or lag a lot. I have looked in the Graphics settings and I have it set where I a, using 3 out of the 4 GBs of VRAM I have. I looked in task manger and nothing is stealing any CPU power. Any tips that can help make GTA V on my new PC?

have you monitored your RAM and Page File usage?

does it stutter always?

does it stutter at random?

does it stutter ar regular intervals?

does it stutter only after a while of playing?

does it stutter only for some time after launching it?

does it stutter only Story Mode?

does ir stutter only in Online?

Download the GeForce Experience from Nvidia and let it optimize the settings for you. It's not perfect but sometimes it can find a setting or two that we as humans overlook and I've found it to be a helpful starting point, especially if a game isn't performing.
