Water cooled is almost certainly going to be cooler and probably will be able to boost to a higher clock. In saying that, some air cooled cards are excellent as well.

Edit: Read GPU up there, sorry. An air cooler is fine. Watercooled only helps if you plan on overclocking.

I know this card is way out of your price range, due to how rare it is, but you should look at the Golden 980 from Asus. I have it, and it is hands down, the best 980. It kills every game i throw at. I never go below 75 fps on high settings, and never go below 55 on ultra settings on 1080p. It has a 1.32 GHz core clock, and a 1.43 GHz boost clock. You can get it on neobits
